I've sent these directions for my students
to install qgis 1.00final + the required plugins under win
for an exercise. Thought could be of some help
for other people too.
Comments and corrections appreciated!

Many thanks to Marco Pasetti for the win binaries,
and to all developers, releasers, community team etc

PS Why is QGIS not listed under Express Install?

0. Go to http://download.qgis.org/downloads.rhtml
and from there to http://trac.osgeo.org/osgeo4w/
and download the OSGeo4W Installer
(http://download.osgeo.org/osgeo4w/osgeo4w-setup.exe)
1. Uninstall previous version and be sure you delete your .qgis
directory somewhere under your
Documents and Settings directory
2. Start the Installer osgeo4w-setup.exe
3. You have to select Advanced Install (qgis is not listed under Express
  Install)
4. Leave all options as by default and click Next until you reach
a menu named Select Packages (You'll wait few seconds on menu
named Progress, be patient).
Note that, by default, you skip everything in that list, so if
you do not select as I say in the next step you will install almost nothing.
5. Select qgis under Desktop and python-qgis under Libs
(and do me a favour: if you see anything else mentioning qgis, please
notify me)
6. Start QGIS and click on Plugins/Manage plugins
7. Select all plugins. Make sure you get "Plugin Installer (version
0.9.8)" selected.
Review the list and check for any message of incompatibility: if you
have any, this means that you did not delete your .qgis directory as I
told you. In that case, exit qgis and delete
the contents of the directory plugins under .qgis/python
8. Close the Manage Plugins tool by clicking OK. Now you should have
"Fetch Python Plugins" under Plugins. Select this option.
9. Go to Repositories and then Add 3rd Party Repositories,
then click tab Plugins and select "fTools for QGIS 1.0"
and "Point Sampling Tool". You must enable the last one with
the Plugin Manager and, as the message tells you, you must exit QGIS and
restart it. A tab named Tools should be there. Point Sampling Tool is
under Plugins/Analysis

Hope I'm not missing anything!
