Ya this one has been throwing me since 0.11, but python-qgis and
python-qgis-common (which is new) are optional packages and if you do an
upgrade on python-qgis it apparently isn't checking for -common too
since that us a dependency. I'll look at it some more and discuss with
the developers since this one seems to bite at least 3 new people every
version.
