[Qgis-user] missing python plugins in qgis "pan"

My first report for QGIS "pan"
I cannot find the python plugins in the default install

sudo apt-get install qgis

I manually added the plugin installer here:
.qgis/python/plugins/plugin_installer

But still no plugins repo

I'm using ubuntu jaunty repo
