[Qgis-user] Display tooltips with attribute when moving over a feature

yes - as Boris indicated with the "Map Tips" Tool. If you use database 
views you can even generate a view with a combination of several 
attributes into one additional attribute to generate a multiline 
tooltip, separated by \n
