It might be possible if you load all of the correct tools into the PATH
for a windows commandline session. If it's an exe does calling it by
it's full path work? If it's python, you probably need the system python
to be aware of the gdal bindings. But in the end it's far easier if you
just install the OSGeow4 shell which takes care of all that for you.
