1. Edit the bat file, the one you use to launch QGIS
2. add a line

 set GDAL_DRIVER_PATH=[QGIS path]\bin\gdalplugins\1.8

3. on that dir ([QGIS path]\bin\gdalplugins\1.8) you should have these
files:

gdal_ECW_JP2ECW.dll
NCScnet4.dll
NCScnet4d.dll
NCSEcw4_RO.dll
NCSEcw4_ROd.dll
NCSUtil4.dll
NCSUtil4d.dll
placeholder
tbb.dll
tbb_debug.dll

4. run Qgis and happy ECW
