Interesting.
This appears to me, to be an 'intentional' design flaw. (of these .gml files)


Can anyone (who uses ArcGIS) confirm that the .gml file does in fact
open correctly? (using the QuickImport plugin)


If not, that's ok.  I'll figure it out on my own.
