You're right, there is something wrong here:
qgis.v.kernel.rast.py is called, instead of v.kernel. qgis.v.kernel.rast.py has an
incorrect attribution:

# PURPOSE:      Export a vectore to PostGIS (PostgreSQL) database table

Thanks for noticing. Could you please open a ticket on this?
