[Qgis-user] Zoom Level Label display

I have looked all over the GUI for a way to get the Zoom Level Label Display
(Scale Based Visibility) to work.

I am sure it does but so far I haven't found a way.  Or maybe there is some
other setup that I am missing.  I have tried all sorts of combinations of
Minimum and Maximum values and see no difference.
