In QGIS:
Plugins > Fetch Python Plugins
Repositories: "Add third party repositories"
Options: select "Show all, even those marked as experimental"
Plugins: filter type sextante
You'll see it in the list (under repository you'll find QGIS Official Repository 2), go ahead and install.
