If it supports any of the OGC standards then it's easy (eg. WMS, WFS,
etc). I don't think they added those until ArcGIS Server though. To find
running ArcIMS machines is kinda rare. I imagine there are some hacks to
get at the data.

The reality is you might need to download ahead of time or take the
openlayers ArcIMS code and tweak it to work similar to the WMS code in QGIS.
