Is the Windows firewall or any other firewall active?

It really looks like a firewall/network issue to me.

BTW: Kaspersky is particularly nasty with PostgreSQL connections. All
sorts of problems like timeout and interruptions after a while. I can't
recommend running this AV suite. I personally only use the Microsoft
security essentials. They are good and secure enough and they don't cost
anything. Also they do not cause as many troubles as Kaspersky.
