Hi,
You can use the table join feature in the layer properties.
See section 4.4.11. Joins Tab in the QGIS manual
(http://download.osgeo.org/qgis/doc/manual/qgis-1.7.0_user_guide_en.pdf)
Note that XLS files are only recently supported in QGIS trunk. QGIS 1.7
does not support them yet - however, you can save the xls file to a dbf
file, e.g. by using LibreOffice.
