[Qgis-user] ERROR - "The procedure entry point sqlite3_open_v2 could not be located in the dynamic link library sqlite3.dll" when running QGIS 1.7 and 1.8 after OSGEO4w installation

I tried installing QGIS via "QGIS-OSGeo4W-1.7.4-d211b16-Setup.exe" and it
works.

I only get the message with QGIS installed from osgeo4w
