Denis,

This is how I normally launch the default browser in windows using QGIS
actions.

cmd /c start URL

if you want to launch Chrome, this might work

cmd /c start "C:/Program Files (x86)/Google/Chrome/Application/chrome.exe"
URL

reference for cmd start http://ss64.com/nt/start.html
