I have successfully exported map layers from SVG to AI by exporting either
individual layers or a few layers at a time. I then open the layers up in
AI, ungroup them, deleted the boxes and clipping masks, and then line them
up manually using a layer I export each time as a reference. It's time
consuming but will work. I also found that either odd things happen, QGIS
crashes, or memory in AI gets bogged down when trying to export/open a
large SVG file.

Another option is using MaPublisher, but it has a hefty license fee. It's
basically a plug-in for AI. You could prep your data in QGIS and add your
final touches in AI by bringing the data in with Mapublisher.
