[Qgis-user] qgis vs grass

I can't see the Table Manager. I think I have all python plugins installed. 
Is it a third party plugin or where do I find it?

Use Table Manager (Qgis python plugin) to manage table (i.e. delete and add
columns). At the moment, it will save the new table into a new shapefile
(*.shp, *.dbf, etc).
