I'll attempt to be more clear.
To my understanding your error is a library conflict. Not something that can be fixed by reinstalling QGIS no matter how careful you are about cleaning up.
On your computer there is at least one other copy of the sqlite3.dll file. It is *older* than the one the one provided when you installed QGIS. This file is being read *first*, and it doesn't have all the information needed by QGIS.
If you search C: for sqlite3.dll, you will find where the copies of this file are.
For instance, on my computer the offending copy was in C:/windows/syswow4. I moved it to a safe place[1], and QGIS worked. Do not follow this blindly, as there may be a different copy causing problems on your computer. This was one of about 6 copies on my computer from various different programmes.
Does that make some sense?

[1] The trash bin :) I'm being cautious and waiting a week or two before deleting it properly just in case some other programme complains.
