Continuing investigations.. 
Win7 64 bits . icore3 4Go RAM. QGIS versions 1.7.4  standalone or  1.8 RC1
doesn't make any difference. 
I still have that first slow startup even with Avast antivir disabled. 

I did a few other tests and I found same behaviour with FME! 
So it seems related to Windows virtual memory allocating process, or maybe
with windows security tools. I then tested without any swap file
(pagefile.sys).. It is a bit faster, but slow startup remains. 
Anyone knows in details how windows allocates memory for a process? It seems
Windows dedicates memory space for a process for a while.. 

I will test it under ubuntu and MacOS then...
