The plugin should be in your home directory. Is must be something like
"c:\documents and settings\<your_user_name>". Look there for the .qgis
directory, then python, etc. and move the plugin there.

That said I think the plugin should work also in its current location,
if I'm not wrong then there's a bug in the plugin.
