I'm not sure what you want to do. QGIS is not a vector drawing program. Do you want to digitize a new vector geometries data set? In this case you would need to create a new (for example) shape file that you feed with (e.g.) points.
Otherwise you have the possibility to add simple geometries to a map layout. This you would do in the map composer. Any other drawing should be done in a vector drawing program (e.g. inkscape). You can export your map to PDF and then import it to inkscape.
Maybe you should describe in more detail what you want to do.

Dear list,
Does any one know how to draw line, circles, etc. freehand with the cursor and then save to the current qgis project? I
am using 1.7 and 1.8 but may not have loaded the plugin if it exists. Any help will of course bwe most appreciated.
