Well......hmmmm
I saw this behavior in 2.2 for windows if you weren't on the network.
Which sounds like your problem....except you are sending emails.
So....let me see if I have a VM of 12.04 sitting around. I just upgraded
to Trusty and didn't know Openlayers wasn't working.
