Hi Billy,
I think I had such problem with qgis many releases ago...
After you've installed the app, instead of looking for a shortcut, you can
try to execute a qgis.bat or qgis.exe file available in a bin folder in
install folder (sorry, don't have a computer to give u right path ). If it
works, u can then create a shortcut from this file...
