[Qgis-user] Different vertical and horizontal scales

I am creating a project using a Geographical lat and lon coordinate
reference system (it's ED50). At the latitude I'm working one degree of lat
is approx twice as long as one degree of lon so maps look roughly like true
scale if you set the latitude scale (in degrees per cm) half the longitude
scale. 

Is there a way I can do this with QGIS?
