I suspect that you are using the Open Layers plug-in?
I would  try to avoid it, cause there are some issues.
1. It changes your coordinate system to Google Mercator to adopt to the  
tile format. Changing back the original CRS is possible, but opens a can  
of worms and digitizing then in another CRS will lead to misaligned  
features.
2. At least with Google maps (and Bing?), at a certain scale and for some  
regions, the service switches from satellite view to a side view (check in  
your browser for your region). That's possibly the reason why you don't  
get images delivered in smaller scales.

Better try to find other WMS services and use them directly.

Don't know if my answer is totally correct, cause I don't use the Open  
Layers plugin ;)
