here have also been reports where a virus scanner played up, can you
disable that one?

and if you use both the optionspath parameter, AND removed your .qgis2
directory with all stuff in it, then it should really be an installation
or dll-hell problem.

And please also try it on another computer, because most of us on the
rest of the world are running QGIS fine :-)
