Hi,
if you are on Qgis version>=2.6, before adding new field, I think you can use "Case when" expression in label box to filter features falling in your waste feature. I don't have a computer to check right formula but you need st_within, $geometry and attribute functions. The advantage is that all we be processed automatically in one shot and be up to date if you add new features.

I haven't checked neither but I wonder if Mask plugin doesn't provide such feature (unless it's the reverse effect : just show labels inside).

Hi,

You can add a column with 0 and 1 that can be used to hide individual labels.  Look in the label option in the layer property and you will find it.
