I think one option might be to put the data on something like geoserver,
and utilise the geometry extent for each land parcel as a link to the
web server from Access.
So you will have a link in your access database to the web service
something like:
"http://localhost/geoserver/landparcels/wms?service=WMS&version=1.1.0&request=GetMap&layers=opw:osi_2500p&styles=&bbox=*30000,19000,334000,458500*&width=531&height=768&srs=EPSG:29903&format=application/openlayers"
The coordinates shown above, in*BOLD*, would be the bottom left and top
right extents of the land parcel.
The reason I suggest this, is that creating a link to a project in
Quantum is easy, the additional zoom to the land parcel requirement is a
little more difficult to do.
It is one option!!
