There might be a separate solution regarding your data, OSM and your Garmin:
You can use the JOSM editor to convert gpx data into osm raw format, set
attributes to higways, rivers and palces as you need them, DON'T UPLOAD
IT TO THE SERVER, but save it locally, and use the mkgmap toolchain to
create Garmin-type vector maps from the locally stored osm-type data.
If your vector data is not in GPX format, you can convert it in QGIS
from any format to GPX, as long as you use EPSG:4326 as target CRS. You
can even add contour lines to your data.
