[Qgis-user] How to tame a toolbar that doesn't get into the QGIS window?

Hi,
Please see attached image of Manage Layers Toolbar.  I have tried dragging it inside QGIS but no luck.  I tried deactivating and activating the toolbar many times. I had tried reinstalling QGIS , then to different version..  Still no luck.
Please help.
