[Qgis-user] Zonal statistics and polygons

Hi,
I have a shape file for US counties in 1900 and a tiff file for agriculture
suitability in the world. I want to calculate average suitability for a
county.

When I upload both of them to the same project I don't have the zonal
statistics option. QGIS does not recognize the the us counties shapefile is
polygons, I cannot do things like vectors-->geometry tools --> polygons
centroids. I tried different options in raster --> conversion and other
things, nothing works.

I also tried this with a modern shape file of counties, where QGIS
recognized the polygons but still the zonal statistics option doesn't
appear.

I am using QGIS 2.18.13.
