[Qgis-user] unable to download plugin

Dear Sir,
I am just made login to membership and unable to login
https://plugins.qgis.org/accounts/login/
Please activate and suggest to me for download the QGIS 2.16 Official
repository plugin as it is shows "unavailable" in fetching plugin
I am not able to login in above mentioned plugin web.
Please suggest. I am eager to learn QGIS.
