I could not replicate the same exception with the ERDC WhiteHorse
geopackage, I could configure it fine, but when trying to render it, I got
a failure (but mind, I was using the latest version of GeoServer, not
2.13.x, only had a bit of time to try it out on the branch that I had
handy).
Found indeed an easy to fix bug and prepared a pull request to fix it
(pending review). See details of the issue here:

Not sure I'll have enough time to backport the fix though, it builds on
another change that did not get backported (which probably also explains
the different exception I was seeing). As said, not the maintainer of the
module nor paid to work on this, just trying to get the best out of
very scarce spare time....
