[Qgis-user] Convert arc .lyr to qgis

The only thing I know of which work is getting access to ArcGIS and
GeoCat Bridge.

P.S. Hint with tongue-in-cheek (but with a grain of truth): Ask the
public administraion about GeoPackage with QGIS styling - that would
be more up-to-date :-)
