[Qgis-user] QGIS C++ plugin

Hello! I want to create a C++ plugin for Qgis but the doc is obselet. When I install Qgis 3.6 or 3.4 I do not find lqgis_core, lqgis_gui... there no lib folder with those kind of library. In the bin folder there are qgis_core.dll and others .dll
