The bug was also reported on the QGIS GitHub Issue tracker:

Waiting for a bugfix, You can tray to workaround the bug setting the
PYTHONPATH environmental variable (in QGIS,
Settings->Options->System->Environment) to the path of the folder in which
there is the gdal_polygonize.py file.
