I downloaded your data. Using qgis 3.4.2 on Windows I opened the two files.
I then tried Vector Overlay -> Clip and got an error for invalid
geometry on feature 26.
I then ran Vector Geometry -> Fix Geometries
I then ran the clip using the fixed layer and succeeded in producing a
clipped roads files. The shapefile is about 1.25M
