Hi Fiona,

You can definitely sell the work you create in QGIS - there are no 
restrictions from QGIS side in this respect.

However, you already mentioned it that, it is more a matter of the data 
sources you use to derive your work. You'd have to check with the data 
provider about their terms.

I can't answer to your other question about accessibility. QGIS has some 
color preview modes to simulate color blindness types - but that is more 
for producing accessible output and not about accessibility in the usage 
of the software.
