Hi Sanjay,

You can find certain aspects of it in the QGIS user manual: 
https://docs.qgis.org/3.10/en/docs/user_manual/ and there esp. in the 
chapter "configuration": 
https://docs.qgis.org/3.10/en/docs/user_manual/introduction/qgis_configuration.html

Since QGIS runs on many platforms with many different data sources and 
web services and very diverse data sets and usage scenarios, it is hard 
to write a more general system administrator guideline.

GIS Stackexchange is another good source for any questions you have 
around installation and configuration.
