Hi Farhan,
I confirm that Map tips are not working for me either while using qgis from
conda installation. It is probably related to this long-standing issue:
https://github.com/conda-forge/qgis-feedstock/issues/68
This affects many plugins, like DataPlotly and Resource Sharing, but also
core functionality, like 3D views. For that reason, conda installation may
be good to set up a reproducible PyQGIS environment or to run processing
modules, but may not be enough for everyday usage using the GUI because of
this limitations
