Hm, apparently it was.  I guess this will fix itself once the package is
rebuilt on the next point release.  Meanwhile use the nightly, which
depends on libzip4 already:

$ apt depends libqgis-core3.18.1=1:3.18.1+git20210407+523510c605+34hirsute
…
 Depends: libzip4 (>= 0.11.2)
…
