[Qgis-user] Plugins Repository Unavailable

Plugins manager says the plugin repository URL is unavailable.
 
https://plugins.qgis.org/plugins/plugins.xml?qgis=3.18  When I paste the listed URL in, I do see a web page with the following first sentence.
"NOTE: The preferred way to install QGIS plugins is via the Plugin Manager in QGIS itself!"
 
But the Plugin Manager fails to connect.
 
Also, dealing with a 'missing dependency "Do you want to install ffmpeg"' message.  That set of files is on the machine(Win7).  Not sure how to set the path  in QGIS to find it.
 
Just wondering what I am missing...
