Hi Jean,
it could be better to report the whole error message: you will find the 
error messages in the Log Messages Panel.

Moreover, better also to list the affected plugins and the not affected 
plugins and what is the latest version of QGIS (and what installer did 
you use to install it) where the error does not happen for you.

If you think you are experiencing a bug, then you could report it at 
https://github.com/qgis/QGIS/issues providing as much detailed 
information about it.
