I think I recall checking and a bug report was already there, but I can't find it now, so can have a go.

I'm not sure if its related, but I often have issues with snapping and arcgis rest layers.  The problem is if snapping is enabled QGIS will index the entire layer.  If it happens to be a national dataset - the sort of thing web layers are great for, this can take an hour or so, with QGIS unresponsive for the whole time often it won't actually crash if you are patient enough, but better to force quit if you have saved.  Often I don't even want to snap to that layer, just accidentally had snap to all layers enabled, and once you realise it is happening it is too late to save the setting.  Even worse the settings only seem to be available when snap is enabled, so to fix it, you need to hide the layer, turn snap on, change the settings, then turn the layers back on.

It's on Windows. It's at a customer, so I'm not entirely sure what version, except that it's Windows 10.

I did a bug report on it: # 45589.

Does it happen on Linux or Windows ?

Do you manage to reproduce the issue every time or it happen randomly?
