Right! We just have not doc writers enough to justify the build of a doc site for every version.
We are always in need of doc writers!

@Julian: we als provide a zipped version of the website:
https://docs.qgis.org/testing/zip/

This could also be used to be viewed locally when offline, either via a browser, OR by setting the right path in QGIS.
