[Qgis-user] .shp layer vs vector layer

Dear all 

I have only been a Qgisp user since March 2022 and I am now trying to post my data via Qgis2web on the web. 
.shp files remain visible but with a vector layer CartoWebb-topo with URL https://cartoweb.wms.ngi.be/service?version=1.3.0 is not visible in the picture. 
What am I doing wrong or should the vector layer become an shp file.
