[Qgis-user] Locating Polygon at Point

I am trying to create a series of study sites for a citizen science project
but I am stuck.

I would like to create a 3km X 3km rectangle and then be able to move this
so that the point where the two diagonals of the rectangle meet is over a
point of interest.

I have tried everything I can think of so appreciate any suggestions anyone
has.
