[Qgis-user] can't open QGIS

2 options:

1) control-click on the QGIS app and select Open
     and give permission to open QGIS
or
2) after having double clicked on the QGIS app and being refused
    Apple > System Preferences > Security & Privacy
    and give permission to open QGIS

Either way, you will only be asked once, thereafter QGIS will always 
start with a double-click or whenver you double-click a QGIS file such 
as a .qgz or .qgs Project file.

Note, however, that when you download a new version you will have to go 
through the above steps to authorize it...
