In particular, you need to remove the "Map 1" Map item (which is 
actually empty and hidden under the "Map 2" map item) selecting it in 
the "Items" panel and pressing the Del or the Canc button on your 
keyboard or right-clicking with the mouse and selecting the "Delete 
Item" action.

Then you need to select the "Scalebar" item and link it to the "Map 2" 
map item (Item Properties -> Main Properties -> Map -> "Map 2") and then 
select the "North Arrow" picture item and link it to the "Map 2" map 
(Item Properties -> Image Rotation -> Sync with map -> "Map 2") .
