These are the versions the QGIS developers officially support. If you're using
debian or ubuntu, you can still install older versions from the officiall QGIS
debian repository.

If you need to stay on a particular version, you should put everything in a
(docker) container, before updates to other libraries break your version of
qgis-server. But for an internet facing service, this is inherently risky!
However, for any bugs or security issues you encounter, you will be solely
responsible, the QGIS developers will not accept a bug report for an obsolete
version. If your app is slower in 3.40, you should open a bug report for 3.40
and try to find out why.
